Rejection of the concept of "rotating priests"

The Synod rejected the idea of a "rotating priest", which is the idea that all priests pass through all churches in a city, periodically, free of specifying a church and a diocese for each of them. This idea is harmful to the spirit of paternity, concentration of care, regularity of confessions, and raising of servants. Of course, this differs from the specialised priest of a group of villages, or for youth service, church education, etc."
